During the weekly meeting with his lawyers the Kurdish national leader Abdullah Ocalan said that the announcement of the “Democratic Autonomy” can set the agenda.
Ocalan said in case of his withdrawal KCK (Democratic Confederation of Kurdistan) can take the initiative and take responsibility and say “We announce the Democratic Autonomy”.
”Kosovo, Chechnya, Abkhazia are the examples of this model. You don’t even need to look further; Turks, Turkey has a very well-known example of Northern Cyprus.”
Ocalan continued: “I’m struggling for the last 18 years for this. Such a problem that is historical and deep-rooted can not be handled with some small concessions. I say “compromises can’t be through concessions, but over principles. The permanent solution can exist through principles”.
“I’m telling the government and the prime minister; what are you going to settle with couple of more parliamentarians and by not reducing the electoral threshold? If you don’t manage to solve this issue, you’ll be gone within three months. The ground is shifting beneath their feet. As you can see Kılıçdaroğlu is coming up. I’m telling the prime-minister; if you don’t solve this problem, Kılıçdaroğlu will. For the last 8 years I did you all a great favour, but you didn’t know the value of it. Thousands, even tens of thousands guerrillas with hunger, in open fields and in positions stopped for my sake. Conflict-free and periods of inaction were developed with my influence. I am aware of it. I used that power for peace, for dialogue and for the solution. I tried to prevent the death of even one soldier from here. I wrote letters for several times. I developed countless recommendations. But not one of them did you take into consideration. Consider this as your last chance. We are in a new era now, there is a new process.
The most important thing is the human rights, the terms of democracy and the Security Conditions. The terms of dialogue is very important for the security Condition talks, without it, the process will not make any progress. Because of its importance, the scope the Security Conditions goes beyond the BDP (Peace and Democracy Party). The BDP’s negotiation framework is clear. The debate of the Security Conditions can’t be without the KCK.
The KCK is a legitimate democratic organization. The terms of security can’t be fulfilled without me and KCK’s contribution. There are thousands, tens of thousands guerrillas. What about them? Where will they be gathered and how will this transition process take place? There are five thousand prisoners in jail. There are tens of thousands refugees living in Europe. There are thousands of political forbidden politicians. When they want to leave their guns, it’s not even certain where they can leave their guns. It’s unclear how tens of thousands of people will return to the political-social life. Al these conditions should be resolved step by step by talking. KCK should engage into this. KCK will naturally be in control over these matters. And they will ask me and turn to me of course. Without this, a permanent solution won’t be possible.
We are ready. If they want a serious and a long-lasting solution, then they can go and talk with Qendil, with the PKK. But this is difficult from every angle and in practical terms. These are serious business. If he wants it, The Minister of Home Affairs can create these dialogue channels. Moreover, they are the ones who established the Undersecretary of Public Security. This Undersecretary can take action over this. This Security Undersecretary can coordinate negotiations of the security terms from the government side.
The issue of me withdrawing is not said as a tactic. I’m willing to review my decision and ready to postpone it a bit longer if necessary. But I want seriousness. I want stability. I want a steady will. Now, if the new process will not develop further and as I said before if I withdraw, what will happen then? Here are three things that can happen. First, even if the Turkish State can not defeat the PKK with heavy attacks, it can cause serious losses. In this case, the state and government will be responsible for this.
What could be the second option? KCK can emerge as a second option and take responsibility. Like previously Murat Karayilan and Duran Kalkan have described the situation as a new process. They can say “We declare the Democratic Autonomy and take political, social and cultural responsibility of our people”. There can be found many examples of this kind in the world; Abkhazia, Kosovo, Chechnya are few of them. You don’t need to look further. Turks, Turkey has a very well-known example of Northern Cyprus. In this case it’s KCK’s call and their responsibility.
And now I came to the third option. Thirdly, the war will continue in a balance. And even they say if a solution won’t develop a mid-violent war may come into agenda.” The newly elected CHP (Republican’s People Party) leader Kemal Kılıçdaroğlu could bring the party innovation said Ocalan and continued: “Kılıçdaroğlu can bring an innovation and an updated Kemalism that can be democratic.”
About the developments in Iran Ocalan said that he “share the pain of the families of the friend who have been executed by Iran”. “I send my greetings to our people who resist.
