Pervin Buldan the vice chairman of the Peace and Democracy Party (BDP) in Turkish parliament said that the Kurdish national leader Abdullah Ocalan gave three suggestions to advance the democratic solution.
The first one is to change anti-terror law. The second is to form committees of the security, women, law and the economy. And the third suggestion is the implementation of these and to form observer commission for the peace process.
Pervin Buldan gave more detail about their meeting with Ocalan. She said that the solution process should be continued in the new manner to reach the negotiation stage. She also mentioned the letter from Ocalan which he already sent to the governments. It was noted that Ocalan urged them to change the law of (TMK and TCK). He said that anti-terror law should be changed and supervisory committee to be formed. What is more, he has presented three proposals to advance the solution process.
Ocalan Provides Broad Guidelines
In her speech, Buldan acknowledged that they discussed and assessed the past year with Ocalan during which he provided extensive guidance. She added that our meeting lasted almost two and a half hours.
Ocalan provided necessary guidelines and gave comprehensive analysis of the solution process. Moreover, we had a discussion about the issues and the packages of amend constitution, the issues of guerrilla withdrawal which has currently been stopped.
Buldan stated that the Kurdish national leader regarded the current trends as achievements of a kind, and mentioned the packages of democracy in the codification, which has been prepared by Turkish governments. They had not met Ocalan and discussed in this area. For that reason, Ocalan was unhappy with the government’s stance.
He said that he was aware of the constitution drafting packages. However, it is arbitrary, what the governments have done. Consequently, he has expressed dissatisfaction. In fact, he added that we have discussed the matters of a hundred years which we do not solve this problems with a package of suggestions. For that reason, I do not look forward to the government’s proposal. However, because the peace process in Turkey has reached an impasse which must be opened, so the reform package of the law is important. But at the same time, such a program would not solve all the problems.
We Will Go to Qendil
Buldan noted that, they had the ninth meeting with Ocalan on 17th of August and said; Ocalan told us that he met Turkish official governments twice since. Which he submitted a letter about those two meeting to the Turkish authorities. To advance the peace process Ocalan gave his comments and suggestions in those letters.
Buldan noted that Ocalan asked them to meet the KCK’s officials. She added that they will go to Qendil Mountains soon to meet the KCK’s officials discussing the intention of the meetings with them.
3 Important Suggestions
Buldan stated that to advance the democratic solution Ocalan gave 3 suggestions which are very important to provide a democratic solution. First, is to change anti-terror law. Second, is to form committees of the security, women, law and the economy. Third, is the implementation phase and forming observer commission for the peace process.
About these three suggestions, Buldan said that, Ocalan wants the prisoners of the political genocide case to be released and the political way to be opened for Qendil officials. For that reason, I suggest that anti-terror law must be changed. The second recommendation which is about the commissions, Ocalan suggested 8 commissions in previous meetings of the commission proposal. Also he demanded the commissions to be established by law, which includes the commissions of the security, women, law and the economy. Ocalan also suggested that the observers commission should be formed such a Truth Commission.
The Monitor’s Commission
Buldan added that if there is an impasse through the peace process, the monitor’s commission will examine the issues and operate to transcend them. After that they will express their views to the public. Ocalan had already discussed this issue several times. He asked that the commissions to be formed in this way.
Buldan pointed to the importance of the monitor’s commission. Building dams and military bases are continued. Who will be able to deliberate the issues well is that commission, and they can share the ideas and discuss the issues with public so the problems will be solved. Buldan stated that these suggestions are very important to advance the peace process based on them. Ocalan suggested these three titles which must be upgraded systematically. He added that all these issues are related. It is impossible to separate them from each other.
Dialogue Should Continue
Buldan noted that Ocalan should be able to meet his lawyers, family and civic organizations. What is more, she said, after our meeting with Ocalan we met other 5 prisoners who are held in Amraly prison for 20 minute and we asked them about their health condition in general.
The Ocalan’s Condition Must Improve
Buldan mentioned that every time when they go to Amraly, Ocalan offers very important analysis about Turkey and the Middle East. She added; we demand Ocalan’s condition especially in the present stage for the strategic manner to be changed. She said that the modern phase is begun and the original actor in this stage is Ocalan. The meetings must continue frequently with Ocalan. Moreover, civic organizations, writers, academics, representatives of the commissions, women activists should be allowed to meet him.
Buldan said that Ocalan sent his regards and well-wishes for all political prisoners especially in Marash, Albistan prison and other women.
